Stephen Manster

Stephen was hired by the Town Council as Town Manager on January 3, 2006.  Although employed by the Town of Bowling Green for over two years, Stephen worked with the Town and Caroline County extensively during his nineteen years as Executive Director of the Rappahannock Area Development Commission (RADCO), so he is not a new face to many in Town.  He has over thirty-five years of experience working with governments on local and regional levels.

Stephen holds a Bachelor of Arts Degree in Sociology from Pennsylvania State University and a Degree of Master of City and Regional Planning from Rutgers University.  He has completed extensive graduate work in the Master of Public Administration program at Virginia Commonwealth University.
